You don't have to expect them to fold. All you have to do is bet enough they are getting -EV.
If you have a made hand that is not likely to improve, and you know you are being drawn against, by all means, bet a lot.
Top two vs. flush draw? Get it all in on the turn when the FD whiffs. TpTk in a multi-way pot with draws? BET BIG! Math is your only ally here. If you can't make your opponent fold when you have the best of it, make it so they're not getting the correct odds
