Depends weather theyre loose passive or tight passive, if they're loose passive then you should mainly stick to a value range and just value bet them relentlessly. if they're tight passive then you should open up and bluff them off of hands alot. In either case if they suddenly start playing back at you then its easy to get away from. If there is a mix of tight passive and loose passive then you adjust according to player. of coursw this is assuming you are talking about no limit holdem

Tight passive, just rob them blind. They will only play back at you with nuts or near nuts.
When the tension builds and builds, hopefully you will find yourself with a monster hand, and they will make a huge mistake vs. you.
As Loafes said, loose passive, don't bluff. Just bet the ba-jeezes out of your made hands. They will pay you.
