You never really want to be chasing the low hand even if the flop comes out two small cards. Since a lot of players with foolishly play any hand that contains A2, 2 different things usually happen:

1) If you hit the low hand, you are quartered and splitting the low pot with another A2.

2) You miss the low hand because it goes runner runner high card, or an A or 2 hits and you have no chance at winning the high.

When the flop comes with two high cards, and all you have is A2xy, dump it. One often sees bad players, hoping to catch a low card on the turn, call on the flop so they have a draw on the river. This is called catching runner-runner for low and is a playing strategy that really reveals if you understand the game or not. Seldom are the pots big enough to justify such a play.
You really should address what game exactly you're referring to. And yes, even if you quarter the low pot in HL limit, you wont be far behind. If, as u say, 2 hi cards come in HL, dump.
