playing out of the blinds..?

just been grinding 25nl today, and something i noticed a lot of players doing (and regs) is calling raises out of the blinds with marginal hands. seems like a leak to me.

my personal rule is: if you cant 3/4bet it, you can't play it in the blinds.

are there any spots/scenarios in which you can flat call a raise? dependent of hands and people in etc..

I don't understand what you mean, could you expand on this point please?
Typically, you're going to be against a late position steal. And you're going to be out of position. Not a great recipe for getting max value when you hit an unlikely hand.
