I have seen players fold to a min-raise on a dry flop a couple times.
lets say you have AQo on the BTN. Utg raises 3x, you call, everyone else folds. Flop is something like 9 3 4 rainbow. UTG c-bets about half-pot. If I were to raise here before, I would re-raise to 3x his raise, but I think the 2x raise is more effective b/c ppl seem to think min-raise =monster and also if UTG re-raises you can fold and lose less chips.

If your opponent thinks and you generate more fold equity if you min-raise then this is the correct adjustment.

Look for the repeat signs, is this their common play.
I have have noticed a lot of min raise c-betters are just contesting the pot, although they might have something that resembles a hand, many of them fold after the turn, or to that fact a re-raise.

the min-raise can be a particularly effective tactic if you have a small sort of a draw when you min-raise the flop, the oop villain is more likely to check to you on the turn, meaning you see both remaining cards very cheaply at least, that is what i think. on dry boards though... looks scary simply because it is so weird
