its the number of times the blinds and antes you can pay before going broke.

for ex. For example, a player in an eight-player game with blinds of $50/$100, an ante of $10, and a stack of $2,300 has an M-ratio of 10:

so they have 10 rounds before they are blinded away.

Harrington on Holdem(i forget which volume) goes through a bunch of scenerios for figuring out your M and when your M requires you to make a move. Harrington on Holdem vols 1-3 are must reads.

Harrington 1 talks about M but HoH2 discusses inflection points etc so read them both!
