For pot control practically never, to trap and play big pots, sometimes maybe.
To counter these kind of players you need to learn 4betting and calling light 3 streets. Just be sure he is aggressive post flop too, because mostly these players are only aggressive pre.

I think you can limp all of your hands and have a limp raise range with some bad post flop hands and your top hands. I think you can limp fold a small percentage of the time but I wouldn't fold without limping if you decide to only limp.
