Kings facing all-in raise on river, feels like a bluff, what to do?

I do not have HUD as its only 2nl, plan on getting one once I reach 10nl
Villian is UTG has $3.08, Im in BB with $5
Villian raises $0.06 All folded to me. My cards are KsKd, naturally raised it to $0.18.
Seems like a very save board, I bet out $0.24 he flat calls.
Again nothing to be scared of, bet out $0.58 for value and he raises me all in for his remaining $2.67.
Ok, now I started thinking, he unlikely has aces as 99.9% of people would just reraise it preflop. He could have jacks or pocket 5s but its a small part of his range. Also if he did have the fullhouse why reraise me allin now? Why not wait for a river bet and "trap" me by re-raising all in?
He could have something like A8s or 89s,87s but again not very likely. Im thinking now is this guy capable of a bluff? But this is the micros would he be able to pull off such a sophisticated maneuver?
At the turn, if I call and im wrong I lose $2.09. I I call and im correct hes bluffing I win $4.1. So if he is bluffing approx more than 1/3 of the time here I would profit.
What would you do here?
