What you're really doing in a rebuy is considering pot odds more. In a freeze-out, chips have diminishing marginal utility, or more simply, getting extra chips does not equal the same extra chance of winning. The 1001st chip you earn is not worth as much as the 1000th. So in a freeze-out, you will ignore plays that are + chip EV because they're -$EV.
However, in a rebuy, chips below say 2x your starting stack all pretty much have the same value, since you can reload and get them back at anytime. So you can think about pot odds more, and make more plays that are + chip EV.
