classic crying call from btn?

$2-$5 NL 7- handed. Hero with JT calls a middle and late limper. Blinds both call. Flop is J 7 4 and Hero bets 5bbs. First 3 players fold and CO calls. Turn is an A, checked around. River is a T. Villain bets 25 bbs. Called and lost to top and bottom pair.

The pot is about 15bbs right? I think it's a fold if there are is no flush draw on the flop.

That is a tough spot. Unless that player has been bluffing a lot, folding the river would be the right thing to do.
