C-Betting in the Micros (NL2)

I´m still an absolute beginner in the Cash-Games at NL2.
I´m still trying to get a solid, routine-based play, you know, which hands to play from which position and so on.
In read that C-betting is an absolute EV+ play, but still I´m confused.
I only played like 20 hours 4-tabling I guess (After many hours one- and two-tabling ), but it seems to me that c-betting only works against the players that are multitabling and/or very tight.
C-betting and/or semi-bluffs do not work at all against most players (at least thats what I have experienced so far).
If a tight player calls your c-bet, you know it´s mostly time to check/fold on the turn (at least I think this is advised for beginners like me), if you do not hit big on the turn. If the tight villain folds = good (that happens quite often)!
But if a more or less loose player calls my c-bet (which happens 90% of the time I guess), I´m never even half sure what cards he might be playing, I´ve seen anything from AK to J3o on a AQ2-board for example...or they hold on to pocket 4´s on a AK9 5 T board.
so I´ve come to the conclusion, that if I play against one loose or unknown player on the flop, and I didn´t hit the flop and don´t hold top-pocket-pair, it´s better to just check/fold, if I´m OOP.
Is that in any way correct or am I wrong?
