No, I wouldn't advise doubling on that turn card when your opponent likely won't fold anything but A high, especially at those stakes. Any small pair, 9, 4, 3 or draw is calling you.

Yeah it doesn't make sense to keep firing here. Would be better off doing this if a scare card peeled the turn like and Ace or King. More likely he folds. The turn 6h doesn't really change much, and doesn't really ever hit your preflop raising range (basically only hits 66, and maybe big hearts), so anyone with a pair would be very tempted to keep calling down.

Plus your opponent limped in and is UTG ... He is in the hand #1 has something decent. #2 not too destructive of a hand because he only limped in but still need to think we should hit... You really need to also have your stats on pokertracker, I use the % to fold on the turn/river card.

This is extremely helpful when you want to decide who to bluff and who only continues when they are strong or just a calling station :)

I don't think that you should bluff in this situation, at least you should stop in river. Your opponent probably had the pair of 9's and if he was weak, he won't fold that pair...
