Im not an expert on all these acronyms but im guessing its "on the river".
Now for this thread topic.. For me it really all depends on my feel for my opponents. Doesnt have too much to do with what is on the board. Now when the board is paired on the flop that is usually a decent time to try and make a move. And also really depends on how much they bet on the flop. I may just call the flop bet and try to raise them on the turn depending on their bet size of course.
You gotta be careful with this though because it may get you into trouble.
