how is it that us players who arent in the recently opened states, navada etc able to play on sites like PS and such?

If you're asking about pro's they moved to a different country.

If you're asking about members here, it's likely Home Games tourneys using play money.

kcanuck is right about poker stars, but you mention sites like PS "and such". When you say sites "like PS", do you mean sites that are also restricted outside of open States, or do you mean poker sites, in general? There are sites that US players are unable to play on, but there are many where US players are able to play.

lol they are in my state or states ive lived in.. all three play the same when it comes to online poker

They could be routing their computer address somehow to make it look like they are in a different country but unless we know who you're talking about we won't be much help

I agree with emirlidan. You may have misunderstood some information that you saw. I would assume that a pro with any sort of notoriety wouldn't risk their poker career by accessing a poker site by illegal means, and there is no pro or poker site that is above the law. The restricted sites aren't allowed to operate in restricted areas, regardless of whether a person "places good", "puts a lot on", "gets certain attention", or any other form of prestige. If you see a pro playing on a restricted site, then they are in a legal State, or they are in a different country. Otherwise, they could be utilizing some IP address wizardry to fake their location. I'm not sure if that is illegal, in itself, but doing it to play poker in an unregulated State definitely is.
