There is no reason to assume, that the card generation is anything but random at all the major online
poker sites. If it seem like, a lot of "setups" or "action flops" happen, it is mostly because, these hands usually go to showdown, so we get to see, what people have. The majority of hands end without showdown, and therefore we dont notice all the hands, that failed to connect well with the board.
Moreover in games with many loose players, bad beats will happen more often for a simple mathematical reason. When people play "correct" poker, they often get out preflop or on the flop, when
odds are not in their favour, and by doing so they do not realise the true
equity of their hand.
Loose players AKA "fish" however take their hands to far, which cost them money in the long run, but they get to realise their equity more often, because they see more showdowns.
Hand example:
Hero is HJ with AsKd and makes a standard open with a standard 35BB tournament stack. A very loose player in CO makes the call. Everyone else folds.
Flop comes AhJs3d
Hero makes a standard C-bet for value, CO makes the call.
Turn is 8c
This is a fairly safe card for Hero, so Hero makes another standard C-bet for value, CO makes the call.
River is 4c
The board still looks pretty good to Hero, so he jam for value and get snap called by Jc4h, which improved to two pair on the river. CO had Hero covered, so Hero is now out of the tournament.
We have all experienced hands like this, but while they are annoying, when they happen, they do not indicate, that the RNG is rigged. After all Villain had more than 20% equity on the flop, so this will happen more regularly than hitting a 3 on a dice.
Moreover we need to remember, that in the long run we want him to call with J4 offsuit, because he is putting his chips in behind with bad odds, which allow us to be a long term winner.
