you gotta love global poker for sit n gos. They are prett soft and they register pretty quickly. Most of them are pretty turboesque so beware of that and see if it's a good fit for you.

deposit and cashout is all via paypal

Yes. But, Carbon has raised there stakes. I think $1.50 minimum tournament. I stopped playing there. The minimum for a check withdraw is $500.

From what I've seen lately there isn't much sng traffic. I still play PLO8 sng and HU sng there occasionally. They have 3 buy-in levels for the PLO8 3.50 / 7.00 / 15.00. I can usually get a couple games going at once. HU I have to wait sometimes. They do have 6 max, DONs, and I think 3 different buy-in levels of standard 9 player sngs which is along the lines of what I think op is looking for. The traffic in those games seems sparse but I confess I don't play them.

Based on the overall traffic to US poker sites, #1 = bodog (Ignition) #2 = WPN (ACR, BCP, ect), #3 = Chico (BOL), #4 = Merge (Carbon). One could argue that traffic to the site doesn't mean SnG traffic would be the same, but it's hard to argue with facts about the site traffic :)
