A more plausible idea might be for existing casino's here in the states to offer Internet Poker rooms, where they and they alone collect and dispense the cash, and connect to off shore sites like Stars. They could allow onsite or offsite playing, but the cash flow would have to be live and be handled at the casino. And in that process, new accounts would have to be set up via these existing casino's. These simple, easy conditions would placate the underage issues, and help control problem gamblers (addicts). Along with positive ID control.
Everything I know about the laws (not enough to be 100%) suggests this could happen now, without any changes to any laws.
These casino's could some how share the rake with any off shore site and profit greatly.
As for the State, If they tax it, it will be pretty much a wash as winnings are off set by losses, so they would probably need to tax it up front so that the State could pretend to be in control with some sort of overseeing agency. They could even just plainly tax it at current local sales tax rates. After all you pay taxes on electronics before you use them, and never get taxed on how much enjoyment you get from using them.
Under the Clinton presidency, his stance was that we should make no laws controlling the growth of the Internet. He understood the impending importance of the globalization of most everything and knew , apparently instinctively, that the internet is the future of nearly everything. Not to mention the spreading of the English Language as the primary language of the world and all the implications of that.
