FTP has just re-launched for ROW players. That alone has taken years. Since FTP is owned by PokerStars there will be no move by one without the other. The DoJ has made it so incredibly difficult on the online industry that from a business standpoint it's just not feasible to bother trying to get back to the US market at this time.
The issue is not the legality of online poker, it's the moving of the money to and from the sites. If Nevada has legalized anything, it's for the possibility of their own in-state sites, not to make way for the giants of the industry to come back to their state and take potential $$$ from their B$M casinos
and put it online to another business.
