On ACR there's a million dollar guaranteed tournament with a BI of like $2000. However, pokerstars also has one with a BI of $200. Why such a big difference? The first thing that comes to mind is the number of players but what other factors come into play?

That's what I was thinking; the number of players. It's gotta be because poker stars assumes a much bigger turn out.

Why this question. The answer lies on the surface, of course, it all depends on the number of participants in the tournament.
Poker Stars is the largest room, by the number of active participants, today, but not the most developing poker today.

There are no other factors - number of players is the only one.

So it is always more beneficial for the player to join the lower buy-in tournament? Or does the reduced player pool on ACR give a greater advantage to make the money or cash substantially?

Just to join in, it has to be the number of players on Pokerstar, they are not going to fund that large of an overlay.
