Fair enuf, we don't know who part time poker is, so here is the text of the bill.
In the first few lines it states that the equipment, i.e. servers, routers, etc, must be onsite at a casino (in a back room). While I didn't read past those first few lines (I live in California and could give a shit) I would imagine that the government of NJ and the Casino's there are great bed buddies. So a snakey lawyer will have buried something in that document which will preclude the already established sites, FT, PS, etc, from ever getting a foothold.
California will probably follow just because there is a penny to be made.
