Probably because your card holder is in the US. I think there is a law. Try finding a pre-paid card (get one from canada) and go that route. Otherwise, bitcoin it.

Gotta remember he is in the US. So which one of those could he actually use?

As far as I know, the rooms do not make money withdrawal to Mastercard. It is better to use a Visa.
