It is possible. And I do not see anything strange about it. There are different strategies for making money. Someone thinks it necessary to have a poker room in their casino, while others do not consider it appropriate.

While not an official list, PlayUSA.com does have some insight into land-based Casinos by State. PlayUSA deals mostly with online gambling laws, but does mention some of the more popular State and Tribal casinos.
