Any IP address that doesn't originate in the USA is fine for Pokerstars as far as I know.

You still have to verify that is your place of residence or you won't be able to withdraw your funds or not even play (worst case). But when I was in Poland, I made an account from my brothers place of residence, and I think verification was only asked if you were going to withdraw your funds off the site.

Yeah, you've gotta make sure you get your account verified in order to end up ever withdrawing money. So I guess you've gotta be able to have an address and verify it, and make sure that the address can receive mail?
