Most people dont even care about this, and PS cant be on every chat to watch who is talking in english

Rules are there to follow, very players talking in your language, it happens more with Russians, Ukrainians, but if you find that this incorrect on the table with the chat, you should call the moderator to make a warning, and everything return to normal.

Yes, I'm pretty sure PokerStars is still English-only! I recall reading in their help/support section that PokerStars doesn't actively monitor chat, but they are able to retain and review chat logs if someone is reported for violating chat rules.

never a real problem - let them talk in any language - takes time and slows up their decision making and concentration

I generally ignore chat, whatever language it is in. I guess one of the issues is understanding and recognising when potential collusion could be taking place. Therefore if the rule is chat in English only, then one should report it to the moderator...... But don't let it get in the way of your game...maybe wait until the break.
