I have noticed that most sites have a minimum of $50 withdrawal limit. Is there any business that provide the exchange service where a user with say $10 balance can transfer his money to the exchanger account and then the exchanger pay out to the user by many methods? This of course would incur a small fee but could be a niche.

Danger, Will Robinson!

Unless you know the business, you could transfer your money and get a fee of 100%. If you don't have enough to deposit up to the minimum and then withdraw, you are generally out of luck.

Its for withdrawing only. I don't think it is needed for deposits since minimum deposits start at $10.

As pigpen said, if you have $10.00 in your account, Deposit another $40.00 then withdraw $50.00.
Don't trust a middleman.

Some sites will make an exception and let you cashout under $50 if you cashout all your funds. Email support and see if that is an option.

If he was trying to withdraw an entire balance of $10, there's a good chance he doesn't have $40 to deposit first. ;)
