How this rank works? Surprised PS is not there

Searching poker sites on the internet I found this.

I landed on this page with a rank of sites overall (Not a US specific rank) and after looking at it for a while I wonder.

Why pokerstars isn't on this list?

That link will show different things depending on your location. I am in the US and only see US sites when I click on it.

Ohh ok I'm from argentina, weird it doesn't show PS for me.
