What is this and how do I use it?

Looks like it's just a link to the store (which is down as of this post). Making tourneys available in the store is the same thing Stars does.

It has to do with the New Step Tournements

Tickets replace tokens - there are now 7 tickets (tokens). You can buy into a Level 0 (99 entrants, super turbo) where top 30 get a Step 1 ticket.

Step 1 is $3.30, Step 2 is $8.70, Step 3 is $26 and effectively replaces the old $26 token. The first two can only be used in Step SnGs - there is a variety of 6/9/18/36 person and a few shootout ones too.

Step 3 and above can be used in normal tournaments. Not sure on the amounts, but it goes up to Step 8 which is $2,100 (Step 7 is ~$600).
