Officially, to protect the players.
Practically, to increase tax revenue.
Unofficially, to open the market to new operators that are controlled by personal friends of Sarkozy while putting enough constraints on existing (illegal according to France) poker rooms so that they can't use their current French player base to jump start the French version of their room. So if you want to have a French license, you first need to close all the French players accounts before applying.
People expect Pokerstars
will play along and Full Tilt won't, so I'll probably have to close my PS account. But no official word yet from them.
