It's not that the rooms aren't trying to pay the money, there's only really three reasons they can't pay you quickly:
- Processors go down (steal, get in legal trouble, the former is more common). In this case, the poker room has to foot the cost, and that is already going to be bad enough.
- Processors are overwhelmed/cash flow is bad. Having to pay out more money to the players they are cashing out in late fees is not going to help this situation.
- The room doesn't have your money. Paying a late fee is not helpful.
Poker rooms already have incentive to pay you as fast as possible is my real point. The faster they pay you, the better reputation that they have, the more players will sign up (many players care about fast cashouts). So adding a late fee would just end up costing the room more money when they experience problems.
