Poker about to get partially prohibited in Brazil?

Hi, today I was watching a class of a lawyer talking about the brazilian legislation and try to answer the question:

"Is poker illegal in brazil?"

Well his conclusion was based on 3 laws, and he said that:

-Tournaments of poker in Brazil are allowed, but cash games can be configured as "bet game" so therefore this type of NL hold'em should be considered illegal.

Based on that, and observing other parts of the world, have anyone seen a specified type of poker been banned and other been illegal in the same country? Or generally it is permit/banned as a whole?
