What does the term "light" refers to?

I have heard saying "raise light" "three-bet light".
But what hat does the term "light" in the betting process of a poker hand refers to? it associated with the hole cards that a player is holding? If so how can you define exactly when a holding is light?

3betting generally indicates a premium hand - 3betting a non-premium hand would be 3betting light. Someone who 3bets 1% of the time doesn't 3bet light - someone who 3bets 9% of the time is 3betting light fairly frequently (i.e., he's 3betting a range of hands that includes more than AQs+/AK/JJ+).
