Stealing Blinds

I'm mostly interested in how PokerTracker comes up with att. to steal %. What exactly is considered a steal attempt? Since this is in learning poker, could as well discuss what factors to consider when trying to steal.

The percentage of the time a player attempted to steal the blinds when folded to in the cutoff, button, or small blind.
