What is the difference in ePassporte and Neteller?

I was just wondering what makes ePassporte different from Neteller where they can still be in operation? Are they out of the U.S. or something? I am considering signing up with them but I don't want to do so, if within the next couple of weeks they are going to shut down too? I had just gotten an acct with Neteller about 2 or 3 weeks before they shut down. Can anyone let me know if they think ePasseporte will stick around before I sign up with them? Thanks
