it happens and usually will be allowed to pull it back until it his turn , Buts hurts his action. Sometimes hard to see others cards. Free information on how to play the flop turn river Aggravates me on occasion, but saves me money usually

re: Raising Out Of Turn poker I've had the floor demand the raise be kept when his turn came around. I flopped a set, and he (drunk) yelled raise! Table gets upset and the dealer says, 'the raise will stand'. He was on my left, so I checked and he had action everywhere, I raised then (limit game btw) and got a nice pot.

In tournament play the player can be given a penalty if they do it repeatedly (happened at the final table of the Aussie Millions a few years back). As for whether the bet stands or not, TDA rules say that the bet must stand if the action to that player has not changed (ie: nobody raises larger than the out of turn bet before the action reaches the player - checks, calls and folds aren't considered action-changing). In a cash game there might be more leeway in terms of penalties but I'd expect the same standard to apply to whether the out of turn bet stands or not.
