4) What are you doing when you "tap"? You wave your right to cut the cards and just deal them with no cut.

3) What are "table stakes"? - Table stakes is how real poker is played. In ring games, you are only allow to play with cash that is in front of you on the table at the start of the hand. No digging into pockets and wallets in the middle of a hand like in low stakes home games. If you don't have enough to call or raise then you push all in for what you have on the table.
