Sacramento Business Journal - 2:55 PM PST Monday Assembly OKs 'casino night' bill The California Assembly on Monday approved a bill that would clear the way for charitable nonprofits to raise money through "casino night" events using games of chance or playing cards. Assembly Bill 839 was approved 49-8 with members of both parties supporting it, according to Assemblymember Alberto Torrico, the Newark Democrat who wrote it. The measure follows rulings that such fund-raising events were illegal if they used games other than bingo. Several fund-raising events were canceled to avoid running afoul of the legal interpretation. "Non-profit organizations provide essential services to California ranging from health care to youth sports," Torrico said in a prepared statement. "This bill will allow non-profits to host 'poker night' fundraisers under carefully limited conditions." The bill would allow each nonprofit to hold one such event per year, with prizes limited to $500 value per prize and $5,000 per event. At least 90 percent of the proceeds would have to go to a nonprofit and cash prizes would be prohibited. The sponsoring nonprofit would have to be at least three years old and pay a $100 administration fee. The bill was passed to the state Senate for consideration. |
