Live 100$ R+A Casino Tournament, advice needed for blind structure

Maximum 44 entrants.
We cannot balance tables as we will play only at two tables maximum at once.
In Romania, casinos cannot have more 2 texas hold'em tables. For another hold'em table they need 10 more casino games tables!!
Thats unique and shocking I know.

So, we must play somehow like a rounders tournament.
Tables with 10 or 11 people... 5 players go into semifinals from each of the 4 tables. Semifinal is with 10 or 11 players each table... with 5 players going into the final table.

The difference from standard rounders tournaments is that we keep the chip stacks.

30 minutes each level

Level 1: 5-10 (Q.)
Level 2: 10-20 (Q.)
Level 3: 15-30 (Q)
Level 4: 20-40 (Q)
Level 5: 25-50 (Q)
Level 6: 50-100 (Q)
Level 7: 75-150 (Q)
Level 8: 100-200 (Q)
Level 9: 125-250 (Q)
Level 10: 150-300 (Q)
Level 11: 200-400 (Q)
Level 12: 250-500 (Q)
Level 13: 300-600 (Q)
Level 14: 400-800 (Q)

From semifinal it starts at 20-40 and from the final table at 25-50.

Any weak points at this structure?
I really need some advices about improving this structure and not totally modifying it.
Also these two conditions cannot change: 44 maximum entrants and we cannot balance tables.

We played with this structure last weekend but freezeout and we havent got too many traps or bluffs. And the starting chips and blind structure could have been a problem.
We want more money, more action and better poker.

Not a live player so maybe not best placed to answer, but the level changes are so insignificant personally I would take out the odd numbered levels, and just play longer at each level. Are you going to try and do this in one day, cos if you are you're going to have to turbo it severely? - people wont hang around for hours waiting to play. Maybe instead, play 1 level for one group, and then swap and then play the same level for the next group? It does sound odd!
