I need help converting images to .svg for a CC mod I'm making

I'm wanting to make a complete mod for FTP that is CC themed, cards, background, button, ect. but I can't seem to find a program that lets me convert images to SVG.. Anyone know of one and how? The current program I have is called Inkscape, but I cannot figure out how to use it to turn my images into svg format..

Here is one table I made so far, but I don't want to continue with the cards, buttons, ect. if I can't figure out how to convert it!

I'm usually pretty good at figuring out computer-techy sort of stuff, but this program has got me BAFFLED. I tried editing the orginal SVG table file by overlapping the felt with my image, but when I do that then save it, the overlapped image doesn't even show up!

I also tried opening the image and then saving it as SVG format, but then the same thing, doesn't even show up in FTP.

So stuck right now I'm sick!!!!
