At what win rate can we safely say we are crushing the game at a given level?

Obviously as you move up in stakes you will theoretically be winning less in bb/100 than at the lower levels.

This article seems to suggest that 10BB/100 is the win rate for TAA and sLAA biggest winning players, and this is always what I have sort of used as a gage. I am also assuming that he has stayed w BB to mean "big bet" (not big blind) as defaulted by PT, despite talking about NL.
