All in and next person all in raise

Hi,
On 10-20 blinds and No Limit game,after flop, if a player #1 goes 200$, player#2 calls 200$, player #3 goes all in 225$,rest of the player folds and back to payer#1 can he still all-in with 1100$? In my opinion he can not but seems like some guys insisting that he can only re-raise by all-in. I know that if he raises, minimum raise should be 400$. So player#3 all-in less then a 400$ here, he should not re-raise any more right?

Depends on the site and the card room. Most places will allow another all in because it was technically raised by player #3.
