You may want to try testing his tolerance by varying your bet sizing to see if there's a size where he starts to show some reluctance. Also, you should determine the person's propensity on the next round. It's not very unusual to find people who will flat once, but a good proportion will pretty much always fold to a second bullet unless they have a decent hand. Obviously, you can get them to fold more often than the stubborn calling stations who'll call you down with almost anything.

The loose passive ones are very easy. Like others said, don't bluff. Value bet him to death if you have it. Beware of raise from a calling station. You won't lose much unless you spew unnecessarily. Now, a loose aggro fish is much harder to deal with. It's easy money if the cards fall for you, but if not, you can lose a lot. I once lost 4 buy ins to the same guy in an hour. The dude raised 9bb every friggin hand preflop and would bet pot every street.

I would suggest not letting the pots to get too big until you pick up top pair top kicker or better. They probably call with lots of connectors and marginal opportunities, minimize your risk, you can profit from these players the most. If it is absolutely frustrating you, I always look for an opportunity to move to the left side of my problem players.
