Chasing away Draws on the TURN

There's a draw on the flop and you have top pair and kicker, so you bet on the flop and you only get called. Do you usually bet on the turn again? The saying was always "Make them pay for the draws" but I've started reading Harrington on cash and he says don't bet on the turn. You don't want to be too pot committed with only top pair. Plus they can be calling with two pair or a set. But I find making draws can also be a large part of making chips. So what do you usually do? What variables do you consider for that action?

If they were going to call the flop, they were probably going to call the turn with that same draw. Either make a huge bet to drive them away or just check and then bet the river if the draw doesn't hit.
