Straddles at TI and PH Las Vegas

Whats up everyone. I was in Vegas last week. I played a few nights at Planet Hollywood and MGM. While playing at PH I encountered a weird straddle. I was in the BB position and there was a $10 straddle made from the guy in the dealers position? WTF? I said to the dealer that a straddle cant be made from the dealer position. The dealer then told me that it was a legit straddle.
Also while at the table I learned that TI allows straddles from any position.
So my questions are Is that a legit straddle at PH?
Can you straddle from any position?

Most home games will have the rule that a straddle can only be done UTG and the whole table must agree or UTG must pull it back. But many casinos I've played in allow them in any position with no consent rule (in fact, one I remember in LV was at PH).

But I was under the impression a straddle could only be done by "1st in". So it must be folded to the button for it to get that far. Am I wrong?
