Can you cash in a Poker Stars steps ticket? Or does it have to be used for a tournament buy-in?

It must be used for a tournament buy-in. You can use a Step 4 ticket for the Sunday Million. Step 1-3 tickets must be used to play Step games.

You can sometimes use Step tickets to buy in to satellites for tournaments also. Just check the tournament layout under Steps to see.
