Free $10 on Party for joining the PPA

I decided to cash out $100 or so of the little I had left on party poker this morning after I did it, theres this thing that asks if you want to join the poker players alliance I said yes expecting to get raped for forms to fill out and it just said You're Registered and sent me $10 instantly to my party poker account, just letting some members know. I don't know if this offer is only accesible if you're cashing out (doesn't make too much sense) but that's the only way I know of.
